Set aside a time slot in which you will write, each day. If possible have a dedicated room. Arrive at your desk at least 5 mins before due to commence, set up your typewriter/pc and have pencil and paper to hand for jotting notes and ideas. Load a blank page. PLace hands on keyboard - think!
1 A working title.
2 A rough outline of the whole book/story/play, this is to include
the scenario in which your book will live.
3 At least a working title for the first chapter.
4 Read what you have so far. Think how other people will receive
it.
5 Start writing the first para of the first chapter. When finished
read this through making certain it makes sense and begins
to introduce your storyline and/or at least one of the main
protagaonists.
Use your imagination and begin the second para telling what you have imagined.
Having completed the second para you can now call yourself a budding author. For future writing sessions follow the first para above then read your last couple of pages and think about it for a while. Then continue.
Even if nothing coemes to you complete your alloted hours at the task as if you were being paid by someone else.
Hopefully in two or three months, you will begin to see your book taking shape. Good luck.

write it, and give it to a total stranger to read... i write, and my wife edits and proofs for me... she also knows every story ive ever written..and as such she knows where to fill in the gaps coz ive missed a bit out... and they wont worry about hurting your feelings..if its crap they wil say so..friends tend to fib... great book...
folks who dont know the story ask whats missing...
and then get a copy of the writers and artists yearbook and search it for publishers of youre genre..dont send stuff they dont publish..it'll go in the bin..
and learn patience. youll need to.
good luck
