Not to a stranger, they will take offense. Your girlfriend or wife even then it's a maybe. Besides smiling works better.

No. Even if your intentions were innocent (unlikely), that is an invasive and crass come-on. It is also easily interpretted as sexual harrassment, particularly in situations where other social conventions or conflict of interest are at play.
