IP addresses are just like phone numbers. Every IP address that is in use is created by one's ISP (internet service provider, like AT & T, etc.). These companies keep a record of who has what IP when (most people have dynamic IPs meaning that they get a new one periodically, either when they sign on - dial up - or at various times throughout the day). Each company has a range of IPs they can assign. Thus if someone is able to get your IP address and contact your ISP, they may be able to get the subscriber with that IP at the time of the incident.

Remember, nothing you do online goes unnoticed.

If you have an Internet Service Provider (ISP) where you get assigned one IP address at your router then it is quite easy to track it back - just ask the ISP for your address.

Some large ISPs share IP addresses among many users. If your ISP does that, they have to co-operate with the authorities to give out your information.

Your IP address is specific to your computer... all Internet Service Providers (ISPs) keep logs of IP addresses and users/computers, and if someone has your IP they can contact your ISP and find out where you live.
