Yes there will be a huge difference, as the clock speed indicates. You can overclock the e6400 to 3.1 GHz with the stock cooling fan. I have read about on the PC week website. Also Tom's Hardware has some articles on processors as well. When mention 1.9 Dual Core I assumed you meant the e6400

Well, you will have to give more information than that. For starters are we comparing an AMD dual core with and Intel Dual core?

Is it a Core 2 Duo or a Core Duo or and AMD X2 64.

If they are both in the same family. i.e. they are both Core 2 Duo's and one is rated at 1.9 and the other at 3.0 then the 3.0 will be much faster than the 1.9.

However, if it is a Core 2 Duo at 1.9 vs. the Intel D chips etc. then the Core 2 Duo may match up well with it and their won't be a significant difference.

I will edit my answer once you have more information on the two chips we are comparing.

A good example is comparing a Porsche Boxter with a 3.0L engine with a Nissan with a 3.5L engine and asking which one is faster. They both have different technology and the bigger engine may not necessarily result in better performance!

If they're both dual core, then obviously the 3.0 is a whole lot faster. Plus, you can overclock the 3.1, and if you're really good you can simply add another cooling fan inside the case to reduce some of the heat.

Obviously, the 3.0 is almost twice as fast as the 1.9. As far as the eye perceives, you probably won't notice any difference between the two.
