Hmm... Let me see how simple I can make this.

1.) Get all parts needed
report
scanner
scanner software (a CD)
scanner cord (power)
scanner cord (from scanner to computer)
computer (turned on)
internet and email access

2.) Set-up
turn on computer
insert scanner CD into computer drive
install software (keep clicking on install, accept, ok, yes, next, done, etc)
turn off your computer
plug in the scanner
plug the scanner's cord into your computer and into the scanner (if it fits in the slot, stick it in)
look for an on/off switch on the scanner, and turn it to "on" (most modern scanners don't have off switches anymore)
turn on the computer (the computer will find the scanner and the scanner's software, do some thinking, and be ready to go)

3.) Scanning the image
lift up the scanner lid and put the report face down
look on the front of the scanner for a button that looks like an envelope (scan to email). If there's no buttons or you don't know what the buttons are supposed to be:
look on your computer's main screen for the new software - find something with "photo" or "image" or "editor" in the name.

open the software, click on "file" then "aquire" or "get" or "scan"
find your scanner model (rare, but sometimes it does come up)
find something that says "preview" and click it
see what comes up, if it's upside down, wait for it to finish then turn the report and re-preview
if it looks good click on "scan"

4.) Getting the report saved
under "view" make the size 100%
if it's not readable, repeat most of #3
if it's fine, click "file" then "save as..."
choose to save it as a .PNG and on your desktop
(the place you save it to can be chosen in the pull down list at the very top of the "Save as..." screen, and the place to choose what type of file to save it as... is at the bottom of the same screen)

5.) E-mailing the report
open up your e-mail (yahoo, gmail, outlook, thunderbird, eudora, etc)
Write out the e-mail
Find where it says "Attachments" (it may be in the "Insert" menu if you use Outlook or the like)
find the file on your desktop, choose it, and click ok
wait a bit, it may take a bit

double-check that the person's the right one, the subject is filled in, there's a description of why you're sending it, and that it's the right file.
take a deep breath and click send.

6.) Call the person to let them know that the report's on the way.
