I think you mean 'equal opportunity'.
It means "policies and practices in employment and other areas that do not discriminate against persons on the basis of race, color, religion, sex, age, mental or physical handicap, or national origin."
In other words, when applying for a job, the decision-makers will not look at those aspects of you when considering you for a position of emloyment.

Being treated with the same respect, being able to access quality education, being able to get a job based on qualifications, no matter what race, religion, culture, standpoint, "normality" or anything else that people may use to define you.
It's a policy no government has mastered yet.
Note to saint: You do need to be careful about how you use the word "normal". What's normal to me may not be normal to you and vice versa.
