The ice is powdery near the ice box as the water vapour condenses and freezes rapidly. If it froze more slowly the ice formed would be more solid. The same principle applies to growing any crystal - slow = larger, quick = smaller.

An ice box in a refrigerator is much colder than the rest of the refrigerator and condenses moisture from the air that enters every time the door is opened. Additionally, since refrigerator is cooled with very cold, dry air, moisture from foods stored in the refrigerator also goes into the air and gets condensed on the ice box.
