I'd prefer if John Connor was played by Edward Furlong again, he's a pretty good actor, just watch American History X.
By all means have Arnie in it too, as he IS the Terminator, but make it more centered on the future, rather then yet another "aww, crap, we forgot about that thing, we better prevent it YET again"
For those that don't know already, there is already a T4 in discussions, and James Cameron has nothing to do with it, which is a very very bad sign.

I would love to see another Terminator movie. They finally gave us Judgement Day. Now, they have 30 years of story to tell us. It would be no problem to not have Arnold in it because we saw the T1, and Arnold was the T101, which means they have plenty of robots to introduce before we would see Arnie. It would be great to see how humanity survives a nuclear war, while survivors being exterminated by the robots

At least they came up with a premise for Rocky V - old fighter suffers from the effects of continued boxing. Not sure how they'd come up with a premise for a geezer Terminator.
In addition, can Arnold seriously have an acting career after his political days are over? Not sure.

UNLESS...
It uses entirely new cast set in the alternate future where the machines wage war against humanity.
If Arnold is in it, I won't see it, and Terminator is one of my favorite movies of all time.
