Saw the finished product in a barber shop, and I can't figure it out.

Saw the arrow in half, put glue on the cut pieces, put the arrow pieces through the holes of the bottle and hold them in place until the glue is set.

You can buy special drill bits that work on glass. Maybe they removed the head of the arrow and inserted it through drilled holes and glued the head back on. If you could see the shaft inside the bottle then I would think that must be it.

I agree with the other person that posted.
I think it is probably the same way they make ships in a bottle, which also fascinate me (maybe you, too)
