Your question is kind of confusing.

First of all, out of all the internet browsers out there, Internet Explorer is one of the unsafest ones. People tend to use programs like Firefox and Opera because it has fewer security issues.

You can receive spam no matter what. A lot of the spam that you get is based on what kind of sites you visit and what kind of things you download. It's a good idea to have an anti-spyware program in addition to using Firefox or Opera.

Rather than uninstall Internet Explorer, I just don't use it. I do have some websites that I can't access through Opera (haven't had that issue with Firefox yet) so I keep Internet Explorer for those sites. I make sure they're legitimate websites before opening them on Internet Explorer, though.

You can not remove IE from your computer, because parts of it are used by other programs. You can however download a different browser to get to the Internet. It recommend Firefox. It has not had as many attacks and issues as IE. Simpley use Firefox instead of IE. (IE can not hurt you if it is not running)

No browser, IE or Firefox, will do anything about Spam. That is controlled by your e-mail program, not your browser.

download the newer things... so instead of internet exploreer, get Mozilla Firefox, or Opera.
it helps, bcuz there are less people on there, then oon Internet Explorer.

I would not say it's 100% safe. Anything created by humans is faulty somehow and destructible by another human.
