Of course they do. It's a fundamental right of any nation to explore new technology and new frontiers. Why should the rest of the world limit what another country can and cannot do? The only beef that the UN has is if a country uses that technology to advance their weapons arsenal to a point where they become a threat to another country and even then they only stipulate the way in which such advancements should be carefully monitored so as to keep a careful balance of power. It's not too much to ask a nation to be prudent and conscious of surrounding civilizations when they are technologically or sociologically more advanced,

I am not sure, but I think that No one is supposed to test them any more, I must say I am not over keen on a country like that having the BOMB but all the so called big boys have so why not, at least now we know where all the money for food goes.

It is hard to understand any world leader who puts his countries arms capabilities before the welfare of his starving nation. He relies on handouts from other nations to feed his people and then he decides to bite the hand that feeds them. How could you trust a person like this with nuclear arms?

Hell yeah, everyone else has. All the fuss is because they aren't friends of America which, in the current "you're with us or you're against us" climate, makes the US a little nervous. Heck, give everyone nukes just make em too heavy to move em anywhere.

I would say yes,, they are a nation. however they do not have a right to threaten other countries with them. Nuclear wepons are like haviing a shotgun in your house, it is there as a deterrant. Like a bargaining chip.
