Well they got togather in this big room, came up with lots of ideas, voted on them, then since everyone wasn't happy, they came up with the Bill of Rights. They were not at all happy with the first goverment of the United States, so they got togather and decided this one would work better and so far so good.

The framers were part of Shay's rebellion, and that got more people to realize the bad in the current government, so they changed it and made the constition! :) hope i helped!
