non-skilled refers to individuals who are not RN's (Registered Nurses) performing care giving essentials to patients. Basically, they are assisting patients wash, bathe, do toilet duties.. but can not administer medicine.

For home health care, it would be personal care, including bathing, brushing teeth and hair, dressing, getting in and out of bed. It could also include preparing of meals and cleaning after.
Or house keeping, laundry and shopping. If their is a social worker involved, that would be a person to ask or the supervisor at the agency who sends the person/people.
