can taxes be used as a collective noun?

the president said, "taxes are a problem" and I think it should be "taxes is a problem."

I agree with you either way you say it, but isn't this a question for the English section?

no taxes is plural until the rules change

taxes is plural ,so are is the correct way to say it.
