Monarchy, plain and simple.
Why?
Well, you asked what I would do, so being human I would do what is best for me and mine. I know I would run a monarchy well, but I can not say for certain how my descendants would, but I'd be dead by then anyway.
Why not democracy? Easy, if history has taught us anything it is that the more people involved in a decision the longer it takes and usually the worse the decision is.

I would start it out as a dictatorship in the beginning, and then I would form a democracy. The reason I would start out as a dicatorship, is so I can get the people to appreciate democracy and become more involved in it. They need to see what it can be in order to appreciate what it has become. Otherwise, people get ignorant and careless and vote for Bush twice in a row.
