Sorry, I assumed J.U.L.I.E. was the same everywhere.

In Illinois, it is the company you call before you do any work on your property, like adding a deck or putting up a fence. J.U.L.I.E. then contacts all of the utility companies to mark where their lines are so that you don't mess anything up when you dig.

I'm assuming JULIE is a buried utility locating service. In short, it depends on the size of the tree, and whether it's on public or private property. On public property, yes! Private, it's up to you, but you may also be responsible for repairing the water, sewer, gas, electric, telephone, or cable TV line you just dug through... CATV in particular is notorious for being just a few inches under the surface; if you look at your house and find the outside cable box, then find the cable tv pedestal, you can get a guesstimate of where the lines run. Anywhere nearby, give them a call.

It is always a good idea BUT. You really need to be there when the locators arrive as sometimes they do a partial job. If you KNOW FOR A FACT that there are no lines in the area, its not a real big deal.
