You will need to consider two sets of laws: China & the country of origin of the copyright.

Most likely, you will be able to buy the right to distribute the material in your country. The copyright holder doesn't need to sell the copyright for this to happen.

Selling the copyright releases all (most) of the rights with the copyright. Selling the right to distribute or re-broadcast, only transfers some of the rights held by the copyright holder.

If you are seeking to purchase the copyright to material, in order to make a movie, you would need to contact the original artist/author or thier representative.
