They want you to hear it, its not polite but its a sign of wanting to start a confrontation or they feel cornered and its their only way to vent.

EXTREMELY ANNOYING!!!!! my kids have a habit of doing that and if i hear them mumbling something they either have to tell me what they said or they have to sit right beside me until they do.....they would rather be playing playstation or watching tv so they have got out of the habit real fast!!!!

That makes me so cross, I just shout really loud, speak up then we can all here you, it embarrasses them so much they either say what they were mumbling or walk off, mumble is ignorant.

I mumble all the time. I mumble because I obviously don't want you to hear what I'm saying. Otherwise I would say it out loud

That's one of my biggest pet peeves because I already have a hard time hearing people and I don't like asking people to repeat themselves.
And you're right, if someone hasn't got anything nice to say, they shouldn't say anything at all.

Worst still is when you are at work, concentrating on stats and one person sits and sings under her breath!! Or counts out loud aarrggghhh!!
