Go understated. For your eyes and cheeks, just enough to highlight your features. For your lips, a light colored gloss. Oh, and just a touch of sparkle would be perfect. Add a ginormous lollipop and ribboned pigtails.
What is subversively naughty is that this is a school girl (not allowed to wear a lot of make-up) who is tantalizing you by the way she is dressing "down."
By having a lot of make-up on, you defeat the purpose, because you will only end up looking like an adult woman trying to look hot in a girly outfit.

Do natural shades of eyeshadow. Go heavy on the eyeliner - both top and bottom.Make sure it's not tacky. Add some fake lashes and lots of mascara!
Depending on your skin complection and costume, go with a red or natural color lipstick with a slightly darker lip liner - add lots of gloss and enjoy!

use i plain white eye shadow on the lids, && use a black glitter shadow in the crease, buy *** out to about your brow bone and try to fade the black as you get higher to the brow bone, now use a higlite clear spakle color from where your black shadow will end && to your eyebrow. now for eye liner sense yoour using such dar colors you need to give your self a wide eye look by line ing your top lid && wide line that fades in to a barley there look as you get closer to the corner of your eyes
blush is a must and do not blend too much remeber you want to look fake!
a nude lip color && toss of gloss
false eyelahes ar a must

I guess people neglect to do spell check - but to answer how you should do your makeup.
Go for dark. Heavy liner, mascara, the works. Make sure your eyes are very sultry dark, darkening the crease of your eyelid.
Remember, Halloween (SEE SPELLING) is the one designated day women have to dress their provocative-est!

most definately the smoky eye effect. use the colors that compliment your eyes and costume. and do a tinted lip gloss.

heavy on the make up... bright eye shadow and lots of blush maybe even fake eye lashes!
