Why not? They can use what ever it takes to get elected or help their cause. An expression lends itself well to making the listener believe it's true. Doesn't mean it's true! Also, religious expression is a choice that a political can use with out crossing the separation of church and state (not really in the constitution) because they have the right.

Because this great country was founded on Christianity. We do have freedom of religion but when you go to the core of what this country was founded on you will find God. I prefer to keep it that way. I'm not saying take away religious freedom. Religious freedom is one of the things that makes this country great. I'm saying that I am glad I live in a country that was founded on Biblical principles and politicians have the right to use religious expressions in their speeches. I'm also glad President Bush prays before making decisions.

The US was founded on Christian tenets. Many politicians go into politics with a sincere desire to do what is right. Most have been brought up with a least a modicum of religion and most are deeply patriotic. Using expressions that represent their up bringing and their patriotism is natural. It is also an indication that despite the continual efforts to the contrary most Americans are Christians and believe strongly in God.

There seems to be two possibilities:
1) They are people who hold their faith as an important thing in their lives. So, such references would be expected to litter their speeches and talks.
2) They are playing to people. The objective of a politician is often to get elected and retain their power. If pretending to be religious helps one get elected, then these people will do whatever it takes.
But, there are religious references in everday language. I am agnostic, but I will say "Bless you." when someone sneezes. So, unless the person is obviously pandering to a group for votes, then it seems reasonable to me. What is not reasonable is promoting your religion over others.

There is a large voter block out there that will only vote for religious people so a politician will put on a show to fool this block into voting for them. The republican party growth is due entirely to this strategy.

Why do politicians use scientific, historical, philosophical, theological, legal, ethical, sociological, political, psychological, anthropological, and other types of expressions as well?
If you'll notice in that speech by Reagan, he also used other types of expressions. He made only a couple of references to religion in that speech, as far as I can tell.
Why do you single out "religious expressions"? Religion is but one field of human endeavor. Why shouldn't politicians employ it, as well as other branches of humanities, social sciences, and science?

Politicians say what they think people want to hear. The religious aspects of such sayings are to get approval and acceptance from people who are religious.

It is because they have forgotten that the constitution extols the separation of church and state. America was founded on the whole idea of separation of church and state but there are many today who have forgotten (or choose to ignore) that fact. Good question, thanks!
