Shopping in NYC can get expensive fast, so maybe try department stores (JC Penney, Macy's, etc...) or the Men's Warehouse. They have good prices, and you won't get a poor quality suit for the cost.

You should get a good pair of shoes that will hold up to all the walking. Plus, you don't want sore feet at the end of the day, so look for flexible leather shoes. Expect to spend no less than $60.
The coat is the big one here, you have to have a good winter coat. Look for a long overcoat, wool or wool blends for warmth. A good coat will cost $300 or more.

go to Macy's they have winter suits that you can try on. Also a nice pair or wool pants and a sweater and/or turtlenects. Make sure that you have good gloves and a hat and scarf.

A good pair of boots helps too, don't be afraid to wear sturdy boots and bring your shoes with you to work.

Also with the forced heat from the subway make sure you moisterize your hands and face otherwise you will dry out.

I still think you can wear a short skirt suit. The short skirt suit gives a businesswoman confidence and/or gives a perception of confidence.

Just wear a long coat and make sure the stockings are on the warmer side. With boots being the fashion rage, I think you can get away with those.

Stay away from leggings - too casual.

wear a white turtle neck shirt with a suit jacket over it, and of course wear thesuit pants, and since ur from texas wear a nice pair of cowboy boots inside of ur pants, witch meansput ur pants over the boots, because it will look nicer than tucking ur pants into the boots (lol)
