Testing games before they're released: no.
Reviewing games as a writer for a magazine or website: yes.
Testers are trained employees who work at the corporation's location testing various elements of the games. The equipment they use is a special version of the PlayStation (or whatever console) that is capable of running pre-release versions of games. These machines are 10 times more expensive than the consoles sold to the public, so the companies are obviously not going to loan them out to just anyone. Needless to say, there is more to being a tester than just playing games.
Game reviewers/critics work for magazines or other publications and they sometimes work at a magazine's office or from home.

Generally real video game testers do not do it at home and those adds you see on line are fakes and scams.
