Only if your mayor tells you to evacuate a day late and let the snowplows sit in the stalls; your Governor twiddles his/her thumbs waiting to see what happens (he/she is assuming the mayor is taking care of everybody); if you ignore the repeated request to have ample supplies for 3 days minimum cause the power may be out. Then you can blame Bush for not coming over an shoveling your driveway. Isn't that the office of the President is all about?

They blame President Bush for everything from...global warming to Pop Tarts, from hurricanes to the color green, from blizzards to shoelaces.

Yes. He did not sign the Yoko Ono Treaty to stop global warming; thereby making it warmer so it would snow. If he had signed it, the temps would have been 143 degrees colder and it would have been to cold to snow.
