Define "no evidence". You can be arrested if the police have reasonable suspicion (aka probable cause) to believe you committed the crime. That standard means you can be arrested with very little and very flimsy evidence like a witness statement or circumstantial evidence.
And everyone should remember that 90% of convictions occur b/c the person who is arrested started running their mouths and giving the police additional evidence. Don't waive your right to silence b/c the police tell you they cut you a break. It's is a trick.

They can not call you a "suspect" unless they have proof (like a witness or you mix your story (i.e. alibi) is inconsistent) that you had something to do with the crime. Now they can question you down at the station and hold you for 24 hours if they suspect you to be a "person of interest", meaning they think you might have a motive to commit such crime, but they cant prove it with out the evidence...
So to answer your question...NO....you can not be arrested with out PROOF that you had "something" to do with the crime. They have to have something to show to the judge to prove you are the person who committed the crime and should be penalized for your crime!

unfortunately this country has adapted the policy of guilty until proven innocent! You can be arrested if they have probable cause to think it was you and then you get to spend money to get out of jail, spend money hiring a lawyer to prove your innocent while missing work while the state pays all of the accusers fees! I think that if it was done as it was intended (innocent until proven guilty) the accuser would have to pay that much for the accusation!

Yes, you can. They will arrest you to coerce you to confess to a crime, even if you have not committed it, and to stall the time in finding evidence against you. It happens on "Law & Order: all the time.

Sure you can be arrested. but you can only be held for 48 hours before you are either charged or let go. Being arrested does NOT go on your police record (rap sheet),

You might beat the rap, but you can still have the ride. If you are suspect, on what basis is their suspicion? There have been convictions based solely on circumstances, depends on how much they have.
Not everything in courts is as it is on television, we have a name for the expectation, called "CSI effect".

You can get arrested, or simply brought in for questioning. It depends on the circumstance and the cops.
