well, western civilization is based upon the Greek systems if you trace history back. however, not all peoples, such as those in Africa, were influenced by the Greeks really. so, to an extent, it is true, but not entirely.

The statement is meant in the same sense as when Kennedy said "Ich bin ein Berliner", "I am a Berliner". It means certain qualities are universal to all humans.

The Greek contribution to human thought is so immense that everyone on Earth is affected by it, even those just barely joining the Western World.

If you do your homework it was the Muslims who revived and incorporated humanism into the Koran first. not the Romans, Huns or europeans due to being warlike and uneducated.
Muslims were educated and revived math, science and other stuff while the fall of rome and the others all warred over territory.
Europe and the west did not revive greek humanism and philosophy until the middle ages.
