As the focus of the show began to center more and more around Urkel (and occasionally Stefan), other, original characters were shunted to the periphery of the show. By 1993 the actresses who portrayed members of the Winslow household, namely Judy (Jaimee Foxworth) and Rachel (Telma Hopkins) left the show. Hopkins (as Rachel) made guest appearances until 1997, but no explanation was ever given for Carl and Harriet's youngest child mysteriously disappearing though she was mentioned once in a later episode. The real reason was Judy was never popular with fans and rarely had an entire episode centering on her character. Because of this, she was completely written out of the show

You're right - they never did mention where Judy went to. The exact same thing happened years ago on "All My Children" - the character of Joey Martin went upstairs and never appeared again, as well with no explanation. Viewers kept writing into the show about this and then it became something of a joke, so they had the remaining Martin Family go upstairs in the attic to look for something and there was a fake skeleton (used for a Halloween show) which had a baseball hat on which said "Joey Martin".

I don't feel either. My sister used to have a family of dogs. The male dog was always slammin' his mother whenever she was in heat. I didn't feel sorry for him and I wasn't disgusted. I just noted it with all the detachment of an anthropologist. Its against the law in this country and this time. Its completely arbitrary. Look at King Tut. That dude had to marry his sister cause there WAS no other royalty. But of course, 4000 years ago, the gene pool wasn't corrupted by whatever.

Her character was phased out, along with the nephew also. They couldn't fit her into the story line because it was too heavily centered around the brother, the father, Laura, and Steve. It is true that she began doing adult films.

In real life she was fired because her parents were to hard to deal with in negotiations. I don't think they bothered to explain her disappearance on the show.
