You can find the city/town the person is located in but,No you cannot locate a person by an Ip address!

Not really, it depends on his/her IP address, if he uses a shared ip address it will be a bit difficult ;)
You can get some info about his ISP (Internet Service Provider) ,

Yes and no. you can lookup where someone lives and their ISp by their IP address, but it may not be possible to get thourough detailed information without get info from the government or the ISP, which such info is left confidential.

kind of. you can run a tracert through your command prompt window. this can give you the ISP and the general area the person lives.
