you do not need to format it. not at all. depending on what your issue is you might need admin rights to use it. you can go to start > run> regedit>hkey local machine > system > curent control set> right click "enum" > select permissions > make sure allow full control is selected for everyone and system, then under "enum go to "usb" and do the same thing. if you dont see everyone or system under "USB" "Add" them. after all this restart and the HD should work, if it does not then maybe there is an issue with your USB or hard drive, then i would recommend formatting it

Drag and drop should work if it is recognized.
Try changing the cable connection, failing that there may be a fault with the drive.
Try the drive in another machine, if it works on this machine then your problem goes beyond the help i can give on this forum.
