It's spoken by an alien character in a great 50s movie about space... the aliens come down to earth and they don't wish us any evil, they want to learn and show us love, but we shoot the living s**t out of them anyway... and it doesn't mean anything, it's not supposed to look or sound like any human language, essentially it's nonsense, but I CAN'T REMEMBER THE NAME OF THE MOVIE AND I HAD IT IN MY BRAIN A SECOND AGO. Dammit... but it's a really great movie, I remember that. Oh, hang on - another answerer's got it! 'The Day the Earth Stood Still'. That's the name of the movie.
