I get that on my Siemens because I have Autopower on, which means that the phone will automatticcally power up if a call comes in.
Check the manual for details if this feature is applicable.

For Vodafone: press star hash 147 hash
For T-Mobile: They will text you. To activate ring 150

well if you have your phone off you must not want to recive any calls. so if you dont want to miss a call keep your on duaaaaaaaaa
