From my best recollection they never spoke words, but the head monkey nodded to the witch as she gave him orders to go get the others. Lion, Tin Man and the Scarecrow...nodding is a form of communication in our society that is acceptable language. So I believe the answer is yes!

In the Director's Cut there was actually some dialogue.
Flying Monkey: "Beggin' your pardon, your wickedness, but are you sure you want to keep this here bucket of water sitting around? Though we monkeys like it for drinkin', it might be a bit lethal for you."
Wicked Witch: "Quit your worrying, I'm trying to think of ways to get the little dog too..."

They were very quiet when they swooped in to pick them up. That scene did spawn an ad lib line when the scarecrow told the tin man that the monkeys took his straw and threw it here and here. Tin man said "well, that's you all over"

Translated that means "Screeeech! Screeeeeeeeech! Screeechity screeeeech screeeech screeech!"

no. they grunted and screeched and danced and smiled and flew around.
the guards at the castle said "owee owee oh, oh woh" and marched around. they are not monkeys, they are just weird blue scary men..but are nice after the witch's spell is broken.
