Actually that strap is NOT around either his nuts or his penis. it's simply anatomy that it isn't NEAR either (ok same end of the bull)

The rope they tie around its flanks and "bull parts" . They tighten it so it will stay on and make him buck even more. In part it is to get a person off his back... but if you watch a bull ride, if the cowboy falls off, the bull usually still bucks. When the cinch strap that is around him is taken off, he quits. Also, while bulls are bred to buck better, it has nothing to do with why they buck. They breed for athletic ability and attitude.

Actually there are 2 ways. 1 is the cinch strap, it is tied around the bull's nuts (you would buck too!). The 2nd is in the training; my friend has 3 bulls in the rodeo circuit, the are the friendliest animals till they get in the chute, they know they are there to work & bucking is their job.

The flank strap mentioned above is part of it, but most bucking bulls are bred to buck through very selective breeding and most are quite expensive.
