Because he didn't want to get involved in a quagmire.
The US has a LONG history of talking revolution and stirring up rebels and then leaving them to hang.
It's more politics than actual promotion of freedom in the rest of the world.

The reason it wasn't done is that intelligence sources could find no viable replacement to the dictator. There was a fear that the country would either devolve into civil war, or would simply be taken over by another - potentially worse - strong man dictator.

Looking at the current situation in that country, it is clear that this sensible advice was ignored by Bush jr. and his advisers.

He was shocked at the body count.

Research it Bush stopped the war because of the staggering death count.

Because daddy was smarter than his son. He realized the chaos the country would be thrown into if Saddam was gone. He knew Iraq would not become a democracy with Saddam removed, but rather might become an ally of Iran.

Now that's laughable. Overthrow a brutal dictator, with hundreds of thousands of cronies and guards. What logistics are you dreaming of?
