The fastest and easiest way is to turn the key to the "On" position. Have someone listen under the rear of the car for a humming noise. This noise occurs when the pump is initially starting up, and lasts for about 4 seconds. If you don't hear this, your pump has gone out.

My fuel pump went bad once, and I could tell simply by turning the car forward to accessories just before starting. If you don't here the "hum" or throb of the pump before you start the car, then you know for sure that it is bad. Also sometimes there is a shutoff button or a reset type thing in/around the trunk, you may want to check that out? - Seth

Remove the fuel line from the carbuerator or throttle boddy and put the end of it into a plastic milk jug. Attempt to start the car which will activate the fuel pump. If fuel goes into the jug, you know that the pump is operational.

When my fuel pump went bad, my car would cut off for no reason. A few weeks later, it suddenly wouldn't start. So if your car has started to cut off, you should get it repaired before you can't start it at all.

disconnect the fuel line and hook to a pressure tester ( the most basic test is does it squirt when the key is on ( or when in starting mode on a few cars ) - or when the engine is turning if you have an ancient car with a mechanical pump )

Very easy, if your car won't start, tap the underside of your gas tank with a rubber mallet, and try to start your car. If it starts, you have a bad fuel pump.
