I think you have a lot of questions within a question, so I am going to give you the best compact answer I can. Seemingly, price is not always the factor to consider in makeup, but pigment content is, because that really determines how long the makeup will stay on you.
I have worn makeup for a long time, and worked as a makeup artist as well, and for the products out there, since it sounds like you need to do reasonably priced drugstore line, Loreal probably makes the best foundation, Cover Girl the best powder, Maybelline the Best Mascara, Max Factor the most awesome concealers and eyeshadows along with Revlon and Revlon truly has some wonderful lipsticks. If that sounds like too much different brand shopping to you, it's worth it, because all the stuff is sold side-by-side at Rite Aids, Wal-Marts, and Walgreens all over the Country. If you go to a Walgreens, they actually have a girl who works behind the cosmetic counter, and she will help you immensely; they make a dollar more an hour or something, so they are really into what they do.
You can also go to the Department stores when they have makeovers and things (Estee Lauder, Dior , etc); the only problem with that is that sometimes there is a minimum purchase requirement, or you may just feel plain pressured into spending money that you just don't have on trendy (although probably great looking makeup!) It's always a good idea however to go and check out the trends.
If you are able to, you could invest in a subscription to ALLURE magazine; it is all about beauty; chock full of makeup and beauty tips; it sounds like you would really enjoy and benefit from it. They also have samples and giveaways. Lastly, go to a Borders, or something, and go to the Beauty Section and get what I call a Beauty Bible; a big makeup book; look at all the how-to books; maybe one for ethnic women, or Allure's Confession's of a Beauty Editor by Linda Wells, or even one that is on close-out. The oldest and most classic beauty tips in the world aren't going to really change. They've been around since my 16th birthday. Have fun with it, and Good Luck.

Bare Escentuals Bare Minerals make up is far and away the best. It's 100% pure micronized minerals, a natural sunscreen, nothing to irritate your skin.
The foundation in the larger size is $25 dollars but it lasts a very long time, and never spoils. There's nothing in it TO spoil. It's actually GOOD for your skin. You can even sleep in it.
Don't over do it by using too much the product is one that emphasizes the phrase, 'less is more'. It won't collect in creases like laugh lines or beside your nose and as an older gal I can tell you it doesn't settle into pores or wrinkles either!

If you buy a 'starter kit' it's about $60 bucks but it has everything in it you need for your face and includes the brushes which are very important for the correct application of the product.

I love Bare Minerals. They are the first products I've ever used that actually did what they claimed they'd do. Plus, as an extra bonus, my breakouts have all but stopped.
I get mine at Sephora. They have samples so you can try out everything. Although it may seem expensive at first, the foundations and the powders last a loooong time! And it takes me about 5 minutes to apply all of my makeup in the morning - foundation, blush, eyeshadow, mascara, powder, lipstick. I love it.

I believe Mary Kay makes a line of foundations/concealers and powders for darker skin tones. I use the foundations and find them very reasonably priced. I've also used cover girl professional mascara and maybelline eyeliners for years with great results.

I can't say that I know of anything specifically for a black girl, but I have always loved Mary Kay and Maybelline products. Hope this helps and good luck finding what you're looking for.

I love the minerals make-up. So easy to apply & makes your skin flawless. I perfer Jane Iredale Pressed Mineral foundation, a bit pricey, but you can also buy Physician's Formula at the drug store. There's also Bare Minerals, but it's loose & I find it makes a mess. But really it's what you perfer & works for you. I see Avon has a new line of mineral foundation which is a good price. My favorite is Jane Iredale, you can get it in salons, go to Jane Iredale's website to find a salon near you or you can purchase it on ebay. The only drawback is you may need to go to the salon to find the right color for you, then you can purchase it on ebay. They make it for women of color as well. Good Luck.

Being that I am an African-American woman myself that loves to wear makeup, I do understand the challenge that is faced with trying to find the correct makeup for our skin tone. It can be tiresome, but you can find it. Basically, you first need to determine what type of skin tone you have. Are you warm toned, cool, or neutral? Does your skin give off more a reddish or yellowish tone? Once you have determined that, try to find a makeup line that has a different variety of foundation colors fit for women of color. Revlon's Color Stay Foundation is great to use and reasonably priced. They have colors that are for women of color and the colors range from Caramel to Mocha. Also, Black Opal has really good foundations. Beautiful Bronze, Truly Topaz, Heavenly Honey are just some of the different varieties available and are low priced. You can go online or go to your local Wal-Mart or Rite-Aid (depending on where you live) to get this makeup. L'Oreal has a new makeup line that is out that is called L'Oreal Hip Colors that can also be found at Wal-Mart or any drugstore. You can go online and see which foundation colors are available and pick a woman of color that has the same skin tone as yours and see what makeup was used on her. If you're able to go a little bit higher in price, Iman's makeup is wonderful. I use it and prefer it over M.A.C. foundation any day. When I use M.A.C's powder and foundations, I come out looking ashy, but Iman's foundation and powders are made specifically for women of color and is cheaper when you purchase it from Walgreens online or at Wal-Mart. After you have found which brand you would like to go with, pick out three foundations that seem to closely match your skin tone. And right on your jaw line, put three lines containing each of the foundation colors you picked out and see which one blends into your skin tone. And return the other ones to the store. It's not good to do this in the store because the lighting inside is different from the outside. Once you have your foundation and you're ready to apply it, it should only take you 5-7 minutes. But make sure you blend it evenly on your face. There are also many makeup books by black makeup artist that show you step by step on how to apply our makeup. From the foundation to the eyeshadow to the lipstick, what makeup to use for oily, combination, and normal skin. How to apply eyeshadow, how to tweeze our eyebrows, how to draw them on, what shape would fit your face, what makeup utensils to use for applying makeup....etc...etc. Girl, Sam Fine's Book is wonderful. I bought this book back in 2002 and I always get compliments on my eyebrows even to the point where some of the makeup artist at the M.A.C. counter here in CA. ask me how I did my eyebrows. He has a very informative book definitely worth purchasing. It takes trial and error to find good makeup, but once you have gone thru this it will all be worth it in the end. I like MARK products, for most things...definitely more bang for the buck....I have friends that switched from MAC...so that's saying something for the quality!
If you're having trouble with say the foundation color....depends on how dark you are I guess....hmmmm not sure...

I love Clinque. I have friends who are dark skin and they love there products. You can buy them at major department stores. I have tried others but I always go back to them....
