1996 V6 190Hp 4,100 Lb curb weight with EXCELLENT suspension/shocks and new tires

(what I mean is: is it governed to a speed limit OR how fast can it max out? What speed can it top?)

What a bunch of weenies. Take it out on an open stretch of interstate and find out. You won't have to go very far to see if it will break 100. That should tell you if there is a speed governor at least. Of course if you are not very confident in your driving (as a lot of people here seem to be) don't do it.

Car speedometers very frequently display a scale that goes way beyond the car's actual potential speed.

My guess is that it would top at about 100 mph.

I don't think a Rodeo can make it to 120. Even if it did though, the tires probably aren't rated for that, so your risking a horrific crash. Plus, it'll be so unstable you may not be able to control it.

No. There is a governor. It will probably max out around 100

190 hp...i doubt it unless your going down hill with the wind.
They are not the most aerodynamic and 4,100lbs is alot for 190hp.
