Possibly Great White by Peter Benchley (Jaws), I think there was a terrible Made for TV version of that story (the movie might have been called something different than the book). Oh yeah, it's called Creature (I think, and it looked a lot like that Great White book).

Maybe Creature, a made-for-TV movie with Kim Cattral, if I remember correctly. Good luck finding out for sure!
