I agree that the area in Lincoln Park near the Legion of Honor is really nice. The new de Young Museum in Golden Gate park is also awesome. The Japanese Tea Garden's are pretty romantic and the Palace of Fine Arts is a beautiful, outdoor space. I think anywhere you can be outside in SF is pretty special and romantic... The main civic buildings are quite grand and beautiful. I don't know much about the restaurants or bars up there though... Too expensive for me!
I do love North Beach though. The Italian section of the city is really fun with lots of great cafes and restaurants. Just don't wander into the Tenderloin. You want to avoid that area at all costs!

Most romantic place a gentleman has taken me on a date recently was Bix, a fabulous restaurant down on the Barbary Coast that used to be a speakeasy during Prohibition. Wonderful food, classic old fashioned cocktails, live smooth jazz. It was a little noisy, though, and not as easy to carry on a conversation as my date probably intended... but he certainly got major brownie points for the attempt. Another gentleman who also certainly got my attention took me to a theater performance at ACT, and then out for hot fudge sundaes afterwards. Chocolate is definitely the way to a girl's heart.
If you don't mind vegetarian cuisine, I think Greens at Fort Mason would be even better. Quieter, and a beautiful view of the yacht basin and Golden Gate bridge. You could do dinner at Greens, and then one of the many small theater or improv performances that run down at Fort Mason. Or Top of the Mark would certainly always work, if you are both the dancing types. But the best romantic San Francisco dream date I could wish for would be to take a blanket, a gourmet picnic and a bottle of wine down to the lawn by the lagoon at the Palace of Fine Arts on a clear, sunny day, and just sit and talk for hours.

The web site below has some ideas for romantic dates in San Francisco. A bicycle ride across the Golden Gate Bridge is always nice. Another fun trip is the ferry ride to Sausilito and then eat by the waterfront.
Have fun!

Simple places can be romantic! What is important is that both of you love each other!
I had been to San Francisco last year, what I have in mind in not there but in Berkeley. There is a restaurant there overlooking the bay and there is a walking path there though not that nice but I find more romantic.

You could always go to Coit Tower or Twin Peaks to look at the view. For dinner, Equinox on top of the Hyatt revolves and the Waterfront is a nice place along the pier.

Sybaris is always quite nice. And then a few cocktails. Then some playful love making.
