I don't think Manilla is a color so it can't be the color

When they were invented they were made from paper made out of manila hemp (abaca) which is a plant sort of like a banana tree. The manila hemp got its name from the city in the Phillipines because a lot of those trees grow around there; there's only one "L" in the spelling, just like the city. They also make rope, writing paper, furniture, etc out of those trees.

It is the buff color they have. I find it amusing that if the folders are red or green they are called red manilla folders!!!

manila: a strong paper or thin cardboard with a smooth light brown finish made from e.g. Manila hemp a tough brown paper used to produce stationery and wrapping paper. :)
