God is every where, u should have faith and trust in him, he dosent has to come any where he is present every where, we should aware of what wrong we do and have to cease and do good deed ,god listen all our pray ,but he is the knower and the doer he know when to give us what we want, we have to patience and trust, dont be frustrated, there is god and he will fullfill ur wishes have faith in him.

I think he always comes whenever you call on him, however, being human and talking to God requires drowning out the endless chatter or the ego. That can be difficult to do because we question whether it is God or our ego mind.
