All dogwood trees (Cornus) are capable of setting berries. But the quantity of berries is erratic. Some years heavily producing other near (or) none. Also different species produce different sized berries. Flowering Dogwood (Cornus florida) produced berries like coffee beans, while Cornellian Cherry (Cornus mas) produces a cherry like berry. Korean Dogwood (Cornus kousa) produces a large fruit, that looks like a raspberry (sort of). You also may not be noticing the berry because of the size. Of course there is also the problem of pollination. If there aren't very many of the same species of the tree near by, the birds & the bees (& the wind) may not be able to pollinate the tree adequately.
