There are many ways to go about this:
To make a collage, without a scanner, I'm going to assume you have all the digital copies on your computer? If so, download a photo editing program that will allow you to import all these pictures onto one page. This way, you can format how you would like your collage to appear. Once you have this done, you will go to an image hosting site (such as photobucket, or imageshack) and upload it as a jpeg. Then, find the HTML code that allows background images to be placed. Find the source of that image and place it within the code. You should be able to see your background image on a website.
Something such as Adobe Photoshop or Imageready should work. Though I am pretty sure there are other photoediting programs out there (check download.com) without giving up an arm and a leg for it.
If you do NOT have a scanner and all of your pictures are not digitally uploaded, I would recommend taking all the hard copies of your pictures, go to your local drug-store or target, and have them burned to a CD, this way, you can start back at the process I had aforementioned.

You need an image manipulation program like Photoshop or Microsoft Image Composer (old program that came with Frontpage). In short, assuming that you have your pictures in an electronic format like .jpg already, you just keep inserting images. You will probably need to shrink the size of the images and then group them together. The instructions can probably help you with how to do this as it is specific and different with each program you use.

You need a scanner. Plain and simple. Many come with programs that help you design your own webpage. A decent scanner will run around $50 - $75.

Okay, the link you provided points to nothing.
Without a scanner or digital camera (aka "imaging devices") then you will not be able to put photos from outside your computer into your computer. It's that simple - no amount of extra clever software will be able to add new physical capabilities to your machine.

take your pics to a store and scan them to a disc then go to hp photo shop or kodak easy share or msn picture it(which is free part of microsoft works)

First you need to scan them, you can always visit your local walmart and have them put them on floppies, next, you will need some photo editing software!
