There is a certain amount of kudos to be earned when a programmer can demonstrate to his peers that he is capable enough to create programmes that defy or break a systems security. There is no doubt that these people are gifted programmers, it is a shame that their skills are not put to better use.

Viruses are no longer the biggest threat on the internet, trojans and rootkits are. And the software used to create them isn't much different from anything you have on your pc. Notepad, for example.
Spying on people isn't the answer. If everyones pc had a keylogger installed; people like them would know how to get round it. Your anti spyware software would uninstall it. They could hack your pc and use it to get other info about you. Its just not that simple.
Plus who would read all the masses of info to find the one person who wrote the virus? And what if your pc exported it and you were accused of supplying it or releasing it, how would you defend yourself?
Your pc security is your responsibility. All the security software you need is available free of charge. And their activities are already illegal so when they're caught they're punished.
There's no need for a draconian Big Brother style crack down to stop them - just install a firewall, anti virus and anti spyware, keep them updated and scan your pc; both incoming and outgoing files.

Most US virus writers end up being found out and prosecuted. The problem is that there is no internal authority to take full control of this.
But of course you could not determine someone is creating a virus before it is finished and spreading.

People who design these viruses are aiming for fame, or hate that operating system. I was working for a big IT group who was attacked by a nasty virus that brought down all their links to remote sites. McAfee was on the case at that point to solve the problem annd find a cure, but we were the first who got hit by that virus. So in practice you can't start finding a cure before finding the virus.

Because they want to wreak havoc on other PCs and networks! As for your second question, I could easily write a virus, put it on my flash drive, go to a local internet cafe and dump this virus on the net long before anyone could track it!

Bcos anti-virus companies such as McAfee, Symantec, AVG,CA,Micro Trend and their likes have to survive. They have employees who have families and need to susrvive harsh realities.
To write a virus program is no big deal just do a little reading and you will get all you need from the internet. You do not need to write codes cos its all been done.

They do it for the same reason that there are people that destroy property (graffiti, bashing in mailboxes, etc. etc.) Unhappy people like to spread their misery. I don't think you can stop it because there are too many of them out there, and they are creatively making new viruses right this minute.
added: oops, you're right. There are those who create viruses for monetary reasons, too. .... to sell the anti-virus.

No.. never happen. It is like trying to clean the Mohave dessert with a vacuum cleaner... That is why we have Antivirus protections. Just like buying insurance you can never know what will happen. Fortunately most of what seem to be threats are just computer problems .. Software conflicts, or lack of cleaning computers etc.

Virus writers, when caught, should be locked up for life with NO computer access, and any monies made should be confiscated..
As for stopping them, is like trying to suck a golf ball through a garden hose...
