If they're signed in as a guest this is impossible on XP.Guests cannot down load anything nor even defragment in XP.If you've given them an account with a name and password,just tell them to retrieve whatever book marks or favorites they may need,then delete that account.Make them use the guest sign in from now on.XP will prevent them from doing anything that you don't want in regards to down loading or changing the layout of your programs.
E mail me if you need more info than that but that works.3 different users use my computer and have to ask me to down load for me.I also run XP.
Go to properties, then the security tab. Click their user name and below that you can set what they can do anywhere on the computer.

You'll probably need some third party software to do that. Is it that you don't want them downloading files, or accessing the web, or installing programs?
Blocking them from installing programs would be easier, most programs require that they be an administrator. If you are in Windows XP, open My Computer and right click on the C: drive. Go to properties, then the security tab. Select their user group and below that you can determine what they can do on that drive.

Non administrator accounts can not download. Make sure you are the only administrator account, and set up a limited account for others.
