why can't Iraqi hospitals have MRI scanners and anaesthetic?

I saw an informative programme on an Iraqi hospital on tuesday(THIS WORLD BBC2);filmed by an Iraqi doctor, it showed the appalling conditions they struggle to save lifes in and I would like responses as to why, given the enormous financial and logistical resources available, the equipment they need is not made available to them immediately?

If you tried to install an MRI scanner in a hospital there would be too many people who would like to prevent you with the use of violence.

It is because they are waiting for somebody like us to provide them free of charge.. They wrecked and looted many of their hospitals after Sadam fell, which did not help the situation. If they stop sabotaging the oil wells, they could sell the oil and soon get the economy on track again.

There is no money in the country as it is being milked by US contractors under the protection of the US military.
By maintaining such appalling conditions, the Americans encourage civil unrest, thereby justifying their continued presence.

Because most of the Middle East is still living in the Stone Age and they have YET to evolve into human beings. But seriouslly, any supplies sent over from civilized countries like the US, Britain, etc...are stolen and then sold on the black market. Just like all the supplies, food & water get stolen by the "military" in African countries. These people are NOT interested in saving live. Look at how many Muslim/Islamics strap bombs on themselves. They LOVE death, they have no interest in LIFE.
