Leap year is a feature of the Gregorian calendar, which has 365 days except when a day is added in a leap year, according to a formula. Thus , eg,Feb AD 2100 will have 28 days, niot 29.Other calendars do not have 365 days.Hijra calendar has 354 days always. Vikrami calendar ( used in India /Nepal) has 354 days ,except when another month is added to make 373 days.

Yes, of course. Otherwise our dates would be out of sync with the rest of the world and they'd get worse every four years.

No. Other countries have different calendars than we do, and some people are already in the year 7000!!!
