This is place that makes the hair tickle on the back of your neck, where the environment is downright obnoxious, the people the most unfriendliest, the grafitti is over-whelming and threatening. The housing is bad, kids are uncontrollable (probably wearing hoodies and baseball hats). Let me know and advise why you think it is so bad by answering all the above points.

The hills ouside of Antofagasta, Chile. The down town part is really nice but once you get out of town it becomes third world, I saw kids Sh*ting in the street and packs of wild dogs running around and chickens too

The worst places I seen were little towns across Texas. Houses were on poles and raw sewage was under the house and stink...unbelieveable. For a State that is suppose too be so rich and beautiful I was totally shocked. I have seen way nicer ranches in Alberta,Canada than anywhere in Texas...
