To sailors, killing an albatross is considered bad luck. The term, "to have an albatross around your neck" implies you are struck with bad luck or somehow an outcast.

To call Clinton an "Albatross" is to say that most candidates viewed him as bad luck, some one they didn't want associated with them. (Much as Bush has become this election).

Its an action or a person from the past who comes back to haunt a person. Its from the poem "the rime of the ancient mariner" where a crew member of a ship kills an albatross (A large bird considered an omen good luck), and then this comes back to haunt him

I think it means a person who used to be a respected member of the party who has done something to disgrace himself tried to redeem himself with little success but is still in the limelight. That sure fits Clinton, eh?
