an electro magnetic wave is exactly what it sounds like.

Infact it is actualy two waves, an electric wave, and a magnetic wave.

BUT an electric feild that is moving(this is the electric wave) actualy (by the laws of physics) makes a magnetic feild. And a magnetic feild that is moving makes an electric field.

So the medium that the electricwave travels through is the magenetic feild that it produces. And the medium that the magnetic wave travels through is the electric field that it produces.

I hope that begins to answer your question. It is a difficult concept to understand, but that is the basic idea behind it. (in fact that is one of the reasons why the trasition to modern physics was to difficult. Because there is sooo much new stuff and ideas that just do not make any physical sense. But when you really look at the theory it makes perfect "physics"al sense)

Only mechanical waves require a medium to travel, but electromagnetic wave does not. This can be explain by looking at 2 of the 4 Maxwell equations. In simple words, an electric wave that varies with time creates a magnetic field (from equation1 or Faraday's law), and a magnetic field that varies with time creates an electric field (from equation 2 or Ampere's law). Transformer operates in this manner. Transformers changes the voltage level without an electrical connection (that is if you really want to look inside the wirings of the transformer), because the alternating current (changes with time of course because it altrernates) from the primary winding sets up an alternating magnetic field, and this magnetic field sets up an alternating electric field in the secondary winding. That's why only ac have transformer. There's no tranformer for dc. Electromagnetic waves propagate this way if you view it as a series of transformer, but it doesn't need any medium. Why? Einstein have the answer. Note that waves propagate energy not matter. It can transport energy as long as it moves at the speed of light which it did. The particular equation is E=pc, where E is energy, p is momentum, and c is the speed of light.

An electromagnetic wave travels through (empty) space as a photon passing through a perfect vacuum. Likely no one knows exactly how it is done because many photons are in fact light and light can not be used to "see" other light. What we know stems from many experiments that determine what photons can do, followed by mathematical models of what is observed. A photon is a tiny packet of mass-less energy that can interact with the electrons of atoms kicking them into higher more energetic orbits. When the electrons drop back to rest states in one or more steps, one or more photons are given up. The wavelengths of the photons are determined by the amount of energy they carry, where short wavelengths are more energetic and penetrating. Ultraviolet is more penetrating than infrared or visible light and X-rays are shorter waved and more penetrating still. Photons travel through space at the speed of light whether they are radio, light, X-rays or gamma ray waves. Photons are analyzed both as though they were particles or pure waves. I can think of them as tiny rotating bowling balls with embedded flashlights pointing outward as they turn such that they move as particles but look like varying waves; but of course that is pure fiction, right?

Waves cannot propagate without a medium. The medium of electromagnetic waves has been called the electromagnetic ether (or aether) for centuries. Unfortunately, until now, no one has been able to adequately describe the ether. Since many ether models have been proven false, most scientists have given up on the idea; they now claim, out of desperation, that there is no ether and e/m waves propagate without a medium. I believe I have solved the riddle of the ether and how it works. One ether for all the forces of nature, and matter consists of ethereal waves, as well. You can read about it in my blog.
