Spain is not. Mexico yes, due to lack industrialization, miserable salaries, poor education, general corruption, etc... Causes of this can be several, and normally directly influenced by the political background of the person who gives you the answer. For me, in a world in which poverty is the norm and wealthy the exception, Mexico never had the conditions for a big developpment of its economy. It could be due to the Spanish colonialism or American imperialism, or any other cause, though these two are widly extended in Mexico.
For Spain: It is a member of European Union, its income per capita is 26.000 USD per year which suppose an average of the 95% of the E.U medium income per capita and 60% of the americam medium income per capita. In terms of Quality of Living (considering social services, life expectancy, civil rights, and other variables), it overcomes USA, coming 10th in the world.

i don't believe Spain is....Mexico has know jobs and they live month to month...pay is very poor...
